war/normal config

I've got the server switching happily between war config and normal server config.
I've changed the server to mirror that of Fester's Place, fast respawn, crits etc
If you want war mode enabled, just shout at an admin and it'll be sorted for you
using etf2l 6v6 config and no forced classlimits(do you want/need?)

Its used for competitive gaming. It forces normal respawn times and turns off crits and probably other stuff as well.

bosco is on the ball
enables respawn of 10 sec
disables crits
disables teambalancing
enables tournament mode
enables the stopwatch
disables stalemate
disables cap limit
disables alltalk
makes server pausable
and some other wee bits n bobs
