dunno bout you, but there's no way I'd let hax n cracks near my steamstuff. I'd have the fear of a loss of account thru dodginess or somesuch

Hmm yeh i guess. And you won't be able 2 do it with adding startup code to the game either. Ze Germans wil juz 'ave to imaginee eet.

If you mean Blood patches etc, these are considered custom content by steam, i.e. custom weapon skins or player skins. Servers can allow all custom content on the client, allow a certain list of custom content (only selected files can be replaced) or no custom content.
Modifying skins or gibs won't get you VAC banned, but servers that do not allow custom skins may kick you for failing a crc check. There is also a "German Fun Gib" pack for TF2. People like rubber ducks and hamburger explosions.
If you import a UK/US copy of a game and install it , Steam won't censor the game when go online. It appears that this also applies to "gifts". Friends overseas can use the gift function at the purchase screen and send you their version of the game. However, to be on the safe side it is recommend to ask steam support first.

Eric Smith, ValveWe'll be releasing the Left 4 Dead dedicated server files prior to the Left 4 Dead demo being released. More details will be sent to the mailing lists when we have them.
There are two things to keep in mind regarding running a Left 4 Dead server:
1) The CPU load for the Left 4 Dead server will be higher than you're used to for games like TF2. Left 4 Dead has a bunch of A.I. for the zombies, etc., that games like TF2 don't have.
2) Left 4 Dead uses a new matchmaking system we're developing. We'll be working with the server admin community to make sure the new system operates as smoothly as possible. More details on this later.
