nope. eircom is the remains of the incumbent state telco. when the state privatised they sold everything, up to and including the copper wires that run to your house. (The quality of said copper is a rant for another day), so they had a full monopoly.
For years unbundling just didnt happen (I had first fully unbundled line in the country as it happens
) It's happening now alright, but at any opportunity eircom drag their heels. So many anecdotes about the hows and why....poor quality copper, multiplexed private lines, unlabeled/marked/documented exchanges, old, retiring engineers w/ the only idea of exchange layout and no handoff to replacements etc etc...it goes on. eg, my exchange was meant to be upgraded by eircom back in June, then September. it's now December, it still hasnt happened.
So, with the exception of a lucky few exchanges, you buy a dsl product in Ireland, you either buy eircom dsl or a 3rd party product that buys wholesale from eircom. So your choices are shite or shite with a different name.
There are a couple of ISPs that dont rely on failcom, but they are in very select urban areas. Jase & MuG are two lucky men who have almost non-3rd world internet unlike the rest of us
The only other real broadband alternative is cable internet, again urban concentration and can be hit or miss depending on how heavily your area is contended. FWI is here, but it's a joke.

Ah well, you guys should all come and live at my uni. Halls of residence have fibre optic connections back to the uni which has a reliable download speed of up to 15 megabytes per second...

Though this year's internet is through a different provider as I don't live in halls any more.
Still, in comparison to the UK - there are some places without broadband capability still but only in very sparsely populated / rural areas. Most places should be able to grab a 1mbit connection at least, and the service is on the whole pretty good. I haven't really heard of any problems on any specific ISP (except ofcourse when they tell us about All Our Lost data from security problems...) that affect a lot of people. Service is pretty good in general all round, even though England is still several years behind the rest of Europe. I guess that just means Ireland is several years behind England?

Indeed hurrah for the irish revolution smartcom that promise a 1:1 connection, no contention ratio and seem to deliver, 99.5% of the time i have no probs and my 4mb down and 1/4 mb up and a ping on FP of about 35-50 depending how full it is. the .5% downtimeis usually because of bad weather and the previously mentioned extra dodgy eircom copper shit phoneline the dsl is piped in on.
