rtv takes a random selection from a defined list (in our case, the standard map rotation) for voting
nominate lets you chose a map from a defined list (in our case, the full map list) to nominate for the vote

ok, after distracting myself for the afternoon, I finally re-enabled nominate
it was the nextmap plugin that it was playing sillybuggers with before, but I think all is good now
