I noticed that for each level up there is the chance of getting, in addition to the standard power-up, a bonus. Guess if your really unlucky and get squat for a few levels then your hooped.

There's a couple of brutes I've seen at level 7 or 8 that have nothing, save for the odd knife or shield. Random game is random.
