I tried it out, didn't get any hats but got an Ambassador, Bonk! Atomic Punch and Natascha for a total of few hours while it was on.
Jonni said he got 3 hats after leaving it on for a few days non-stop.

There have been discussions on the Steam Forums before and I haven't heard a single bad word on whether Valve will or won't get mad over this (mind you, a lot are up in arms over this being as bad as farming ). The proxy idle server itself is non-VAC secure so they shouldn't be able to get you for this.

Should be just fine to run in the backround. You will need to have Steam on and be online in Friends however for it to work, just like when ingame earning them.
